PATBI Protection and Advocacy for Individuals with Traumatic Brain Injury - PATBI The purpose of this program is to provide protection and advocacy services for people with traumatic brain injuries. Payments to provide these services are made to the Protection and advocacy system established pursuant to part C of title I of the Developmental Disabilities Assistance and Bill of Rights Act (42 U.S.C. §15001). People eligible for services are those with a traumatic brain injury (TBI).
