The Developmental Disabilities Assistance and Bill of Rights Act was first authorized by Congress to assure protection from abuse and
neglect of people with developmental disabilities. The DD Act now includes additional important rights related to care and treatment.

In passing the Protection and Advocacy for Individuals with Mental Illness (PAIMI) Act, Congress found that:

“Persons with mental illness are vulnerable to abuse and serious injury; . . . to neglect, including lack of treatment, adequate nutrition, clothing, health care, and adequate discharge planning; state systems for monitoring compliance with respect to the rights of persons with mental illness vary widely and are frequently inadequate . . . “

PAIMI specifically includes a Patient’s Bill of Rights.
